Allow installation to global directories.
...
This commit now install everything with FHS-compliant structure
(/usr/local/bin/hl2_launcher and lib/libtier0.so lib/lib...).
Binaries and libraries now uses rpath and not depends on local bin/
directory unlike original Valve's Source.
