37bb69a409 put current locale in consideration for various caches in filters/services 
some local caches now need to be purged when the locale is changed on
runtime or else they'll still display strings in the wrong locale/language

Revert this commit once the locale loading is moved into init phase of
the page so it won't change during runtime anymore

* Added data:image/jpeg;base64, mode for small images on browsers,
which dont support LocalFileSystem. Please use Chrome for full
experience
* Speed-up chat modal window, by making getFullChat request asynchronous
* Added basic error handling for photo/video modal windows
* Improved dateOrTime filter perfomance by caching its values
* Added sentMessages cleanup
* Guest DCs networkers now dont perform http_wait if no sentMessages
