Pull request description:

  Check that `-blocknotify` command is non-empty before executing.

  To make the `BlockNotifyCallback(...)` (`-blocknotify`) behaviour consistent with that of:
  * `AlertNotify(...)` (`-alertnotify`)
  * `AddToWallet(...)` (`-walletnotify`)
