Merge #10851: depends: fix fontconfig with newer glibc

3498a8d depends: fix fontconfig with newer glibc (Cory Fields)

Pull request description:

  Fixes build with newer gcc.

  Without this, depends builds fail with gcc7, maybe gcc6.
