[net] Cleanup maxuploadtarget

* log: nMaxOutboundLimit is in bytes
* log: Hide misleading -maxuploadtarget=0 warning
* qa : Minor cleanup to maxuploadtarget rpc tests
* net: Use DEFAULT_MAX_UPLOAD_TARGET = 0
