[qa] Change sync_blocks to pick smarter maxheight

Instead of syncing to max height returned by the waitforblockheight RPC, sync
to the max height returned by the getblockcount RPC.

This change was suggested by Suhas Daftuar <sdaftuar@chaincode.com>.
