Fix fast-shutdown hang on ThreadImport+GenesisWait

If the user somehow manages to get into ShutdownRequested before
ThreadImport gets to ActivateBestChain() we may hang waiting on
condvar_GenesisWait forever. A simple wait_for and
ShutdownRequested resolves this case.
