PHP 8 / Composer Library for Nex Protocol

Nex Prorocol is optimal solution for Yggdrasil ecosystem,
comparing to Gemini, does not require TLS certification and CN/SNI records.

Yggdrasil traffic already encrypted and DNS usage is exception for 0200::/7 areas
